Studying knowledge utilization and related processes calls for a conceptual framework. We look at the actors that engage in these processes in a specific field of human activity, and the interfaces and linkages between them, as a Knowledge and Information System (KIS). Although this KIS perspective originates from agriculture it also can be applied to other knowledge domains. Evidence gathered shows that for a KIS to be effective the actors (e.g., researchers, extensionalists, and clients) must act synergically. This inspired us (...) to look for basic KIS principles that indicate opportunities for intervention. This article provides a brief state-of-the-art overview, presents some insights gained to date; and states the main issues for the use of information technology in knowledge management. (shrink)

The information-centric networking paradigm is attracting more and more interest from the research community due to its peculiarities that make it one of the best candidates for constructing the future Internet. For this reason, there are many papers in literature that study how to transform ICN principles in reality in order to magnify its relevance for the society. In order to provide a solid summary of the state of the art, the present contribution tries to summarize the main findings related (...) to this research field. In particular, an overview on the most important ICN architectures, their main aspects, common networking approaches, and differences is provided. Moreover, the work carried out in standardization bodies, with particular attention to the list of baseline scenarios defined in this context, is illustrated. Also the main international projects that are trying to integrate ICN networking primitives in pioneering use cases are presented, describing proposed architectures and related challenges for enabling information-centric primitives in current network infrastructures. Finally, the work highlights design principles and core components to build ICN-enabled network devices. (shrink)

Students’ educational engagement is both an important predictor of study success and a key preventive factor for dropout. Vocational tracks in secondary education show high dropout rates. There is strong evidence that the solution to educational disengagement lies in student‐centred, powerful learning environments. This study investigates characteristics of PLEs from the perspective of students in vocational secondary education. Students’ perspectives on a learning environment are crucial for their satisfaction and learning engagement. Therefore, we investigated whether the perceived learning environment meets (...) the requirements of PLEs, and to what extent it meets students’ preferences. Additionally, it was investigated whether students who perceive their learning environment as more powerful, are also more engaged for school. Survey data of 532 students showed that student perceptions of their current learning environment were largely discrepant from the characteristics of PLEs. Students strongly asked for more challenging learning pathways, in combination with adaptive learning support. Students who perceived the characteristics of PLEs as being present, reported higher satisfaction and stronger engagement than students who perceived their education to be a less powerful environment. There is a need to redesign curricula in vocational education in such a way that these more intensely implement characteristics of PLEs. (shrink)

Whose values should count – those of patients or the general public – when adopting the quality-adjusted life year framework for healthcare decision making is a long-standing debate. Specific disciplines, such as economics, are not wedded to a particular side of the debate, and arguments for and against the use of patient values have been discussed at length in the literature. In 2012, Sinclair proposed an approach, grounded within patient preference theory, which sought to avoid a perceived unfair discrimination against (...) people with disabilities when using values from the general public. Key assumptions about general public values that beget this line of thinking were that ‘disabled states always tally with lower quality of life’, and the use of standardised instruments means that ‘you are forced into a fixed view of disability as a lower value state’. Drawing on recent contributions to the health economics literature, we contend that such assumptions are not inherent to the incorporation of general public values for the estimation of QALYs. In practice, whether health states of people with disabilities are of ‘lower value’ is, to some extent, a reflection of the health state descriptions that members of the public are asked to value. As contribution to a recent debate (James, 1998; Murphy etal., 1997, 1998) the proportion of twins following ovulation induction (OI) or assisted conception (AC) in 1994 in Oxfordshire and West Berkshire was estimated, and by extrapolation the natural twinning rate in England and Wales was judged to have maintained a plateau phase since the 1970s. Similar figures for 1995 and 1996 from the same study, and hence a more stable local estimate, are now provided. The proportions, as before, were estimated (...) from women's responses to a questionnaire within a case[hyphen]control study, with ascertainment from general practitioners' records or hospital case[hyphen]notes for non[hyphen]responders or for those excluded from the study originally. In 1994, 1995 and 1996 the proportion of twins following OI/AC was overall 27% (24%, 30% and 27% respectively). Restriction to the 87% locally resident made no difference. The national crude twinning rate for those years was overall 13·3 per 1000 maternities (12·8, 13·6 and 13·4 respectively). (shrink)

Knowledge increasingly has become a vital resource. Within our communities, institutions, and organizations, practical insights are needed for optimizing its use. Knowledge management needs to become an object of study. This article deals with two issues. First, using both knowledge systems concepts and tools, and insights gained from comparative research, it explores the vital qualities of agricultural knowledge systems. These qualities, like the multiplicity and relative autonomy of the actors, the level of integration reached through linkage mechanisms, and the coordination (...) needed to overcome default situations, might provide leverage points for effective knowledge management. Second, it probes into a more specific definition of the tasks and areas of attention of the knowledge manager. Knowledge management can focus on various levels of a system (e.g., the individual, organizational, or system level) and can make use of a variety of instruments and skills. (shrink)

In its considered treatment of energy options and policy responses, [End Page 198] Climate Justice works to make applied Christian ethics competent to (...) address climate change. By interpreting political possibilities with Christian commitments to justice, the book makes a distinctively practical contribution to the literature on Christianity and climate; it lifts an important theological voice in the growing subfield of climate ethics.The book begins by elaborating the general notion of ecological justice into workable criteria. Martin-Schramm describes four basic norms of ecojustice (sustainability, sufficiency, participation, and solidarity), from which he develops twelve energy policy guidelines (e.g., equity, adequacy). He then specifies those guidelines into fourteen criteria by which to assess the justice of climate action (e.g., historical responsibility, emissions verifiability).Subsequent chapters use those criteria to evaluate policy options. A chief difficulty in applying them lies in the tension between intergenerational and intragenerational claims. Global climate negotiations founder on disagreements about these undeveloped, plural dimensions of justice. Martin-Schramm therefore deploys criteria with a balancing objective: to develop obligations to the future while recognizing claims of the present poor and vulnerable, and while keeping the result within the bounds of North American political viability.For example, Martin-Schramm recognizes that the criterion of historical responsibility indicates that the United States should bear about one-third of the costs of climate transition. But he finds that the resulting figure ($331 billion) so outstrips realistic acceptance that he rejects financial transfer in favor of a “national obligation wedge” in which the nation compensates by pledging to reduce future emissions. Since those emission reductions are unlikely apart from a price on carbon, Martin-Schramm argues that justice mandates a fossil fuel tax. With an eye to political viability, he proposes beginning with a modest $5/ton (for comparison, the Stern Report estimates the social costs of carbon at $85/ton).Controversy in the details matters to the whole project because the point of Martin-Schramm’s approach is that a meaningful climate ethic should guide contextual action. Yet other accounts of climate justice will find a scandal of modesty on those contextual points. Martin-Schramm’s climate justice entails less economic transformation than the “Northern structural adjustment” demanded by the Latin American Council of Churches. It is also less ecocentric than accounts from indigenous theologians arguing that justice warrants rights for species at risk of extinction, and perhaps for Earth itself.While Climate Justice is a self-consciously North American account, the criteria it develops would be different and work more critically were the underlying account of justice dialogically constructed across economic, political, and theological borders. Were it pragmatic, in the sense of arising from projects from across those borders, rather than applied deductively, a Christian climate ethic would likely produce an account of justice with more critical demands on industrial infrastructure and on ecological consciousness. _Spinoza’s Modernity _is a major, original work of intellectual history that reassesses the philosophical project of Baruch Spinoza, uncovers his influence on later thinkers, and demonstrates how that crucial influence on Moses Mendelssohn, G. E. Lessing, and Heinrich Heine shaped the development of modern critical thought. Excommunicated by his Jewish community, Spinoza was a controversial figure in his lifetime and for centuries afterward. Willi Goetschel shows how Spinoza’s philosophy was a direct challenge to the theological and metaphysical assumptions of modern (...) European thought. He locates the driving force of this challenge in Spinoza’s Jewishness, which is deeply inscribed in his philosophy and defines the radical nature of his modernity. (shrink)

Modern editors of Catullus all agree on the text of line 53. The manuscripts also agree on the line, the only difference being R transmittingmutantibus, while O and G transmitnutantibus. Nevertheless, a few scholars have in the past questioned the reading ofnutantibus. As the lines quoted above illustrate, Catullus generally translates Callimachus’ poem closely. But neither of the words suggested in the manuscripts seems wholly to describe the rapid and vigorous movement of Callimachus’ κυκλώσας βαλιὰ πτερά, ‘having whirled its swift (...) wings’. The reading ofnutantibusis somewhat supported by Apuleius’pinnarum nutantium. But there too the nodding, swaying and wavering sense ofnutaredoes not seem to illustrate the hurried and rapid action of Jupiter's eagle. An action-oriented perspective changes the role of an individual from a passive observer to an actively engaged agent interacting in a closed loop with the world as well as with others. Cognition exists to serve action within a landscape that contains both. This chapter surveys this landscape and addresses the status of the pragmatic turn. Its potential influence on science and the study of cognition are considered (including perception, social cognition, social interaction, sensorimotor entrainment, and language acquisition) and its impact (...) on how neuroscience is studied is also investigated (with the notion that brains do not passively build models, but instead support the guidance of action). A review of its implications in robotics and engineering includes a discussion of the application of enactive control principles to couple action and perception in robotics as well as the conceptualization of system design in a more holistic, less modular manner. Practical applications that can impact the human condition are reviewed (e.g., educational applications, treatment possibilities for developmental and psychopathological disorders, the development of neural prostheses). All of this foreshadows the potential societal implications of the pragmatic turn. The chapter concludes that an action-oriented approach emphasizes a continuum of interaction between technical aspects of cognitive systems and robotics, biology, psychology, the social sciences, and the humanities, where the individual is part of a grounded cultural system.
